Project Overview
The Long Beach Civic Center is a 15.8 acre redevelopment in the heart of historic downtown Long Beach. The redevelopment includes a new city hall, a new Port of Long Beach headquarters, a new main library, and new Lincoln Park. This project is structured as a Public Private Partnership to design, build, finance, operate, and maintain the new Long Beach Civic Center Campus. The campus will also include two underground parking structures, one of which is existing from the old library. The City Hall, Port Administration and library buildings will be listed with the USGBC as three separate LEED projects that will be commissioned to LEED v3.0 Fundamental and Enhanced Cx requirements, with the goal of attaining LEED Gold certification.
Solution
P2S Cx reviewed the design of the MEP systems, landscape irrigation system, building envelope, photovoltaic panels and batteries, and emergency power systems. Additionally, our Cx team is conducting and overseeing the commissioning process as the Independent Building Expert.

Bryant Mercado
Bryant Mercado is a Mechanical Engineer and Commissioning Agent experienced with HVAC, mechanical systems and building automation systems. His experience in the field included new and retrofit mechanical and control systems, building automation system review and integration and low voltage specialty systems in the higher education, commercial and industrial fields.
Bryant’s duties as a commissioning agent included project document control, design review drafting, preliminary submmittal reviews, system verification and startup checklist generation, facilitating startup of commissioned equipment and systems, generating preliminary functional test plans, site observation & progress reports, monitoring controls installation, monitoring TAB execution, reviewing manufacture checklists, reviewing as-built, reviewing controls programs, reviewing controls point to point checklists, reviewing operations and maintenance manuals, and facilitating operation and maintenance training. As an assistant project manager, Bryant has coordinated with contractors and equipment representatives from MEP trades to ensure proper testing and application of commissioned equipment, all while maintaining a diligent schedule to meet owner expectations. Bryant is active in ASHRAE, the AEE and the AABC Commissioning Group.
